The filler represents the bulk of the cigar itself, essentially a large amount of tobacco leaves that are folded in by hand. If tightly rolled, or loosely rolled, they will provide not enough, or too much, airflow, respectively, and it is the skill of the person rolling the cigars that allows it to have the best qualities. People prefer hand rolled cigars for this reason because machine rolled cigars tend to not be done properly, providing a less than preferable result.
